Minutes of the April Meeting

4/29/2010


CALLED TO ORDER BY:   Chairman Dave Kreutzer related a Texas incident where an angler was charged with cheating at a bass tournament and congratulated the Texas DRN officials who caught the offender, despite the offender passing a polygraph.  He called the meeting to order @ 8:05 PM

ROLL CALL:   Secretary Lisa Diehl recorded that 9 clubs of West District were represented.

LAST MONTH’S MEETING MINUTES APPROVAL:  The minutes of the March meeting were distributed to the members at the meeting. There was one correction to the date of the June state meeting- June 6th is the corrected date. It was moved by Happy Hookers and seconded by PA Southwest to approve the previous month’s minutes.  The motion carried.

TREASURER’S REPORT:  –Treasurer Wayne Proctor reported that we continue to have a balance in our account of $15,884.18.  Bassholes Basssmasters motioned to approve the Treasurer’s report, and the Happy Hookers seconded the motion.  The motion carried.

TOURNAMENT REPORT:  Tournament Director, Ken Meadows reported the following tournament applications received as of 4/28/2010:

            South Side- 27 owners, 10 riders

            Erie- 24 owners, 12 riders

            Yough- 28 owners, 8 riders

He also reported that these numbers are not unusual for this time of year.  He will bring paper apps. to the next meeting.

STATE REPORT:  President Delesandro reported on that a group of approximately 8-20+ anglers in the Erie area have expressed interest in joining the PA BFN.  Chairman Dave Kreutzer will be meeting with that group later in May to offer assistance and answer questions, and will report any developments at the May meeting.

YOUTH REPORT:   In Bill Otto’s absence, President Delesandro noted that the new CastingKids forms have been ordered, printed, and delivered to the appropriate parties.  The Junior Championships is progressing well and some scholarship monies will be available.

CONSERVATION REPORT: Chairman Dave Kreutzer commented on some ‘chatter’ about requiring release boats for tournaments with 50+ participants.  West Conservation Director Larry Craig requested $150 reimbursement for the Loyalhanna Cleanup activity.  Treasurer Proctor noted that $100 was the usual reimbursement.  Holiday Park made a motion to approve the reimbursement, and Western PA seconded the motion.  The motion was approved.

PUBLICITY:  None to report. DJ Bishop noted that he had seen Chairman Dave Kreutzer on a WQED special about Pittsburgh-area rivers.

OLD BUSINESS:   Regatta is coming up in July.  Denny Tubbs has the tournament application, but couldn’t make it to the meeting. PA BFN will be totally in charge of running the tournament, including the payouts this year.  This, again, is an excellent fundraising opportunity for the PA BFN.

NEW BUSINESS:  1) Visit Pittsburgh will petition the PFBC regarding changing the fish limit changes that occur after October 1st.  2) If West items need purchased, now is the time while there is a surplus of funds.  A discussion about utilizing excess funds included the following ideas: a banquet for PA BFN members, increasing payouts, paying tournament helpers, increasing youth programs, and providing some type of food/ beverages at tournaments.  After some discussion, the idea of increasing payouts received the most attention.  A motion was made to add an additional $1,000 to payouts at West tournaments, with the distribution to be at the discretion of Tournament Director Meadows.  A vote was held, and that idea was unanimously approved. Tournament Director Meadows also suggested a modest payment as an incentive to encourage assistance at the tournaments with the check-ins, weigh-ins, etc.  Chairman Dave Kreutzer suggested that Tournament Director Meadows develop a compensation plan for a tournament team and asked him to present the plan at the next meeting.

REMARKS:  DJ Bishop inquired about the progress of a PowerPoint for use on the internet.  Gander Bucks and Round Gobi information was distributed.

 NEXT MEETING:  The next meeting will be on Thursday, May 27th.
The next State Meeting will be held June 6th at 8:00 AM in Milesburg.  The next Board Meeting will be held on November 13th, prior to the State Meeting on November 14th.

MEETING ADJOURNED:  There was a motion by Bass Bones to adjourn. The motion was seconded by Western PA.  Meeting Adjourned at 8:40.

Minutes of the February Meeting

Date: 2/25/2010


CALLED TO ORDER:  Following opening remarks by the Chairman regarding the results of the Bassmaster Classic, Chairman Dave Kreutzer called the meeting to order @ 8:00PM

ROLL CALL:  West District Secretary, Lisa Diehl reported – 8 clubs of West District were in attendance.

LAST MONTH’S MEETING MINUTES APPROVAL:  The minutes of the January meeting were distributed to the members at the meeting.  It was moved by Loyalhanna and seconded by Western PA BASS to approve the previous month’s minutes.  The motion carried.

TREASURER’S REPORT:  –Treasurer - Proctor reported that we continue to have a balance in our account of $13,834.18 (including a pending deposit of $2,450).  $200 will be paid to the North Irwin Fire Hall for use of their facilities for the meetings.  Motion made by Holiday Park to approve the Treasurer’s report, and seconded by Bassholes.  Report approved.

 TOURNAMENT REPORT:  Tournament Director, Ken Meadows reported that the Yough permit was approved.  He has received 22 applications so far.  A prospective Federation member from Punxsutawny will be referred to the Central district.  Chairman Kreutzer suggested prospective members be invited to the State Meeting, and Jim Delesandro agreed, as long as they were not privy to discussions relating to finances.  President Delesandro reiterated that Federation members have been expressing dissatisfaction regarding Mr. BASS payouts.  There will be a 15% payout, and 15 places will be paid-out.  Members should refer to the website for details.  State Tournament Director Chris Kimmel will field all calls/ comments/ complaints about Mr. BASS and other state tournaments.  All calls should be referred to him.  All tournament details will remain the same as stated at the previous state meeting, unless otherwise voted upon.

STATE REPORT:  PA pocket guides were distributed.  President Delesandro reported that he did not attend the Bassmaster Classic to save money for the Federation.  There was no meeting for the State Presidents at the Classic, as previously scheduled.  He states he is working on getting B.A.S.S. to consider a PA location for one of the 2011 Northern Open tournaments, including Pittsburgh, Erie, or Raystown.  He also requested members attend the March State Meeting so that the By-laws can be voted upon.   It needs ratified so that PA BFN can obtain the non-profit status for tax exemptions.  A trolling motor will be given away at the meeting. Trolling motors will also be given away at the tournaments.  There is a still a prop to be given away, but the details haven’t been decided yet.

 YOUTH REPORT:   Bill Otto reported that the Junior Championship will take place on 7/31 & 8/1.  CastingKids will take place at 4 pm on 7/31 at BPS in Harrisburg, and there will be 3 lanes.  He needs at least 20 commitments from potential attendees to obtain hotel and Hershey discounts.  There are no changes with the youth attending the Mid-Atlantic.  DJ Bishop volunteered to take the youth divisional team members for practice for the week, but it was agreed that this will need approved at the state meeting.

 CONSERVATION REPORT:  None to report.

 PUBLICITY:  DJ Bishop will attempt to find out why several topics elicited such a negative response by the members in attendance.

 OLD BUSINESS:   None to report.

 NEW BUSINESS:  Denny Breth addressed the parameters of the Berkley discount program for all PA Federation members and distributed a handout detailing the program.

Ken Meadows discussed changing the date that tournament applications are due, and it was agreed that the tournament director should use his own discretion for date conflicts (ex. postmarking on holidays, weekends).

 NEXT MEETING:  The next meeting will be on Thursday, March 25th 2010.

Minutes of the July Meeting
Thursday, July 23, 2009


CALLED TO ORDER BY:  Chairman Dave Kreutzer@ 8:00PM 

ROLL CALL:  Members Present:  Acting Secretary, Dave Kreutzer reported – 5 clubs of West District were represented.

LAST MONTH’S MEETING MINUTES APPROVAL:  Due to circumstances beyond the control of the Chairman, no minutes were available for review.

TREASURER’S REPORT:  –Treasurer - Proctor reported that we have a balance in our account $13,121.74. 

TOURNAMENT REPORT:  Tournament Director, Tom Malacki reported that he had 61 boats signed up for the Erie Tournament.  First Flight will take off at 6:00AM and 2nd Flight will go at 6:30 AM. Much discussion was had regarding the recent Regatta Tournament.

STATE REPORT:  State President, Jim Delesandro reported on the July State Meeting held on Sunday the 19th of July.  President Delesandro also reported on the dismal attendance at the meeting.  Efforts will be undertaken to adjust the meeting schedules to increase the attendance.  He also reported that another great prize give away will be conducted at the November meeting.  In spite of poor attendance at the meetings, the Federation Nation is growing in a slow and steady pace.

YOUTH REPORT:

CONSERVATION REPORT:  Larry Craig reported that he would like to thank all the volunteers who aided the safe boat operation at the Regatta.

PUBLICITY:  Lisa Diehl reported on a successful media event that took place in SouthSide at our West District Tournament.  Michael Iaconelli was a great draw and he was terrific with the children.  The District thanks DJ Bishop for his effort to have Ike at our event.  Lisa was complimented on the tri-fold brochure she put together for our membership campaign.  Lisa also reports on developing relationships with the media.

NEXT MEETING:  The next District Meeting is scheduled for Thursday the 25th of August.  The next State Meeting will be held on Sunday the 22nd of November at the Holiday Inn in Milesburg.
